Panama City Beach gets much more fun when the beach, dinner, and the activity you booked are all close to your room.
The city follows a long coastal corridor, and its sections can feel like separate beach towns. A condo beside St. Andrews State Park puts you close to fishing boats and Shell Island excursions. A hotel near Pier Park lets you walk to restaurants, events, and the Russell-Fields Pier. A rental house on the West End buys quieter evenings and fewer high-rises. Crossing town in summer traffic consumes more of the day than the map suggests — so choose the section that matches the trip you actually want.

Stay Near Pier Park for Walkability and Entertainment
Pier Park is the best place to stay in Panama City Beach if you want to park the car and leave it alone. The shopping and entertainment district sits across Front Beach Road from Russell-Fields Pier, with restaurants, shops, a movie theater, amusement rides, and Aaron Bessant Park's concerts all in a compact area. Being able to walk to dinner after a full beach day beats joining the evening crawl on Front Beach Road.
Read "beachfront" carefully here: Calypso Towers I and II sit directly on the Gulf; Calypso III is across Front Beach Road with a covered walkway. Embassy Suites is adjacent to Pier Park but across the road from the sand. Tidewater Beach Resort is directly Gulf-front west of the pier with condo kitchens and resort pools. Always check the exact tower — listings sometimes borrow the resort complex's name without stating the unit's position.
The tradeoff is crowds: festivals, concerts, air shows, and holiday events bring road closures and nighttime activity. The designated Dog Beach sits just west of Russell-Fields Pier — the only stretch of PCB sand where (leashed) dogs are allowed.
Choose Open Sands or Middle Beach for a Central Resort Stay
Open Sands surrounds M.B. Miller County Pier — a mix of high-rise resorts, traditional hotels, and residential streets. Holiday Inn Express & Suites is a prominent beachfront pick with pools and a lazy river; Beachbreak by the Sea offers a lower-rise alternative with kitchenettes. It's a practical base for splitting time between Shipwreck Island Waterpark, WonderWorks, Pier Park, and the east end. The county pier's paid parking fills fast in season — one more point for beachfront lodging.
Middle Beach holds PCB's largest established resorts. Edgewater Beach & Golf Resort is the clearest example — Gulf-front towers, villas, numerous pools, and an executive golf course. At a resort that size, the exact unit matters: a Gulf-front tower condo is a different vacation from a villa across the property. Boardwalk Beach Resort and the Long Beach condos suit groups planning evenings out. Travelers who want calm residential streets should head to the West End instead.
Grand Lagoon and Thomas Drive for Boating and Fishing
This is the side of PCB for fishing charters, dolphin cruises, Shell Island trips, and St. Andrews State Park. Boats leave the marinas all morning, and locally owned seafood restaurants cluster around the lagoon — the part of town where my habit of ordering a shrimp po'boy at every new Gulf Coast restaurant can fill several dinners.
Understand the waterfront types before booking: direct Gulf-front condos along Thomas Drive (like En Soleil), condos overlooking Grand Lagoon, resorts on St. Andrew Bay (Bluegreen's Bayside), and units facing marinas or canals. All four have water views; only the Gulf-front ones let you walk from the resort to the beach.
St. Andrews State Park anchors the eastern end — protected shoreline, trails, the jetties, a reservable campground with full hookups, and water-view glamping tents. That would be my pick for an outdoors-first trip. My father-in-law, Captain Mike, is a lifelong hunter and fisherman, and with him along, being close to the water at daybreak matters more than walking to an arcade after dinner.
Choose the West End for Quiet Beaches and Rental Houses
The West End trades high-rises for cottages, houses, townhomes, and lower-density communities — Laguna Beach and Sunnyside mix older cottages with newer vacation homes, and Carillon Beach adds a planned community with paths and a small commercial center. Splash Resort covers the family-with-little-kids case with water features and a lazy river.
Some of the best sunsets I've seen anywhere in the world have been along this section of the Gulf Coast, and the West End gives you room to slow down for them. This is also where a vacation rental shines: a kitchen, a porch, and a quieter street change the rhythm of the trip. Camp Helen State Park sits at the western edge beside Lake Powell, and the drive to Inlet Beach and eastern 30A is short. The tradeoff is driving — restaurants are spread out and Grand Lagoon is at the opposite end of town.
Hotels, Condos, or Beach Houses
Hotels fit shorter trips and couples — strongest around Pier Park and Open Sands; check parking charges and the actual beach route. Condos fit families staying several nights, but units in the same resort vary dramatically by owner: confirm the exact tower, direct Gulf frontage, parking passes, elevator access, pool schedules, construction notices, and read recent unit-level reviews. Tall towers can mean long elevator waits on summer turnover days. Beach houses fit larger groups, mostly on the West End — check the walking route, since "steps from the beach" can involve crossing Front Beach Road. Inside city limits, short-term rentals need a valid Vacation Rental Certificate; ask if a listing is unclear.
What to Check Before You Book

- City guidance sets the rental minimum age at 21; many owners and associations require 25+
- Vehicle count, trailer/boat/LSV rules, and overflow parking

- PCB has nearly 100 public beach accesses, but many have no parking — "close to an access" can still mean a long haul with chairs and a cooler
