Panama City Beach stretches along 27 miles of shoreline, from the quiet dunes near Lake Powell to the boats and marinas of Grand Lagoon. Snorkel beside the jetties at St. Andrews in the morning, boat to undeveloped Shell Island in the afternoon, then ride the observation wheel at Pier Park after dark.
I understood PCB much better once I started exploring beyond the busiest stretch of Front Beach Road. The quieter western end, the protected water around St. Andrews, and the working marinas of Grand Lagoon each show a different side of the place.
Choose the Right Beach Access
PCB has nearly 100 public beach accesses leading to the same broad white sand — but parking and facilities vary dramatically, and many of the smaller accesses have none. I choose the access before loading the car; it's saved me from circling side streets with a full beach setup. The reliable ones:
- Russell-Fields City Pier — roughly 1,500 feet into the Gulf, across from Pier Park; the designated dog beach (leashed) sits directly west, the only PCB sand where dogs are allowed
- M.B. Miller County Pier — paid parking, restrooms, showers, seasonal lifeguards, mobility mats
- Rick Seltzer Park — free parking, restrooms, showers, pavilions, and seasonal lifeguards on the east side
Text PCBFLAGS to 888777 for surf conditions — double red closes the Gulf. Gear left on the sand overnight (7 p.m.–7 a.m.) may be removed, glass is banned year-round, and alcohol is prohibited on the beach in March, when spring High Impact Period rules can also add curfews.
Spend a Day at St. Andrews State Park
St. Andrews is the best place in PCB to combine swimming, snorkeling, fishing, wildlife, and a short nature walk — and it's the first place I take people who think PCB is all high-rises. The protected area inside the jetties (locals call it the Kiddie Pool) is the easiest shore snorkeling in town, with small fish and crabs around the rocks. Water near the open pass moves fast, so stay inside the protected zone and skip it when visibility or current is poor.
Away from the sand, Heron Pond and Gator Lake trails are each about half a mile — watch for birds, deer, and alligators, and give all of them space. The park adds fishing areas, a boat ramp, camping, accessible boardwalks, and beach wheelchairs at the ranger station. Open 8 a.m. to sunset, modest vehicle fee, and summer weekends fill early.
Take a Boat to Shell Island
Shell Island is seven miles of undeveloped barrier island between the Gulf and St. Andrews Bay — no roads, no bars, no rental chairs. The seasonal shuttle from St. Andrews State Park is the simplest ride over; dolphin cruises and snorkeling excursions also stop there, and a pontoon rental from Grand Lagoon gives you the day on your own terms (operators set navigation limits and brief you before departure).
The island has no restrooms, water, shade, or trash cans. I pack more water than I think I need and assume the island offers nothing but sand and whatever shade I bring — Shell Island is far easier to love when nobody has to cut the trip short. The bay side usually has gentler water for wading and snorkeling, and dolphins and shorebirds work the surrounding water.

Grand Lagoon's marinas are the launch point for dolphin cruises, fishing charters, jet-ski rentals, and sunset sails. Short dolphin cruises fit families and full days; longer excursions add snorkeling and Shell Island time. Choose an operator that watches the animals responsibly — no feeding, chasing, or surrounding — and compare shade, restrooms, and capacity before booking a hot afternoon on an open boat.
Charters run from short inshore trips to full-day offshore runs. Ask how much of the trip is travel (especially with young kids), what's included, and let the captain explain what's legally in season on your dates. The two piers cover no-boat fishing — the pier fee generally covers the license requirement. Jet-ski riders: listen to the waterway briefing, because St. Andrews Bay is full of marked channels, no-wake zones, shallow flats, and steady traffic.
Walk the Piers and Explore Pier Park
Pier Park is PCB's biggest concentration of shops, restaurants, and entertainment — a large open-air commercial center (not a wooden boardwalk, despite the name) that works best from late afternoon on. The PCB Wheel's enclosed, climate-controlled gondolas are the main after-dark attraction; sunset slots sell out on summer weekends. Topgolf (opened 2025) covers rain, cold, and teenager-fatigue with 70+ covered bays, and Pirates Voyage fills a dedicated family evening with acrobatics and a full meal.
For dinner with local roots, head east toward Grand Lagoon: Capt. Anderson's is the long-running seafood institution, Schooners does casual beach-bar right near St. Andrews, and Dusty's Oyster Bar handles oysters and cold drinks closer to Pier Park.
Trade the Beach for Trails or a Rainy-Day Backup
- Conservation Park — 2,900 acres of wetlands and pine forest with 24+ miles of trails from a 0.6-mile walk to an 11-mile loop; free, with wetland boardwalks best early before the heat. Bring water, repellent, and a downloaded map; leashed dogs welcome.
- Camp Helen State Park — 180 acres between the Gulf and Lake Powell at the western edge; the half-mile walk to the beach keeps it calm. (Kayak rentals there were discontinued in 2026 — check with the park before planning a paddle.)
- Shipwreck Island Waterpark — the strongest full family day in season; almost entirely outdoors, so check operating days in spring and fall
- WonderWorks, Ripley's, ZooWorld — the indoor-attraction bench for washed-out afternoons. One name to strike from old lists: Gulf World Marine Park closed permanently in 2025.
